Project Background
The Preliminary Design and Class EA for this project was initially completed and documented in a Transportation Environmental Study Report (TESR), receiving Environmental Clearance in January 2018.
MTO has updated the Preliminary Design, which has been documented in a TESR Addendum.
The Ministry of Transportation, Ontario (MTO) retained Dillon Consulting Limited (Dillon) to update the study in a TESR Addendum, which was completed in March of 2023.
The project is now in the Detail Design phase, which will be documented in a Design and Construction Report (DCR). Once the DCR is completed, it will be available for a 30-day public comment period.

Project Details
The project is being completed in accordance with the MTO Class EA for Provincial Transportation Facilities (2000) as a Group “B” undertaking. Group “B” projects are considered approved, subject to compliance with the Class EA. This study will build upon the previously completed update to the Preliminary Design, as documented in the Transportation Environmental Study Report Addendum (March 2023).
The Preliminary Roundabout Configuration, identified as the technically preferred alternative in the Preliminary Design phase, is illustrated below:
A Design and Construction Report (DCR) will be prepared to document the Detail Design phase of the study, which will continue to refine the technically preferred alternative identified in the Preliminary Design phase of the project.
